My own guess is that a tax on carbon is a fine idea but it would have to be pretty hefty to prompt big changes in consumption.
On the other hand, if said tax, even at modest levels, went into effect and was expected to remain in force, that would be a stimulus to further R&D and investment in non-CO2-producing energy sources.
